Poverty Knowledge: Social Science, Social Policy, and the Poor in Twentieth-Century U.S. History by Alice O'Connor,

Progressive-era "poverty warriors" cast poverty in America as a problem of unemployment, low wages, labor exploitation, poverty history and political disfranchisement.
